MANTOVANI COMMITS TO NEW ETHICS PLAN INVOLVING REFORMS IN POLITICAL FUNDRAISING AND GOVERNMENT PRACTICES, ELIMINATING THE “CORRUPTION TAX” IN ST. LOUIS COUNTY

St. Louis, MO (March 7, 2018) – As an extension to his commitment to transform the St. Louis region, Democratic County Executive candidate Mark Mantovani Wednesday announced a sweeping ethics reform plan committed to revising political fundraising and other government practices as County Executive.

Mantovani pointed to a litany of bad financial deals and micromanagement of the contract awarding process, resulting in the County overpaying for contracts, leases and other services provided by insiders and high-paying donors.

“At a time when the County’s budget is increasingly challenged, it is particularly shameful that the current County Executive’s administration has prioritized rewarding political allies and cronies ahead of the people’s interest in fair, efficient, transparent, and honest government,” Mantovani said. “In effect, St. Louis County taxpayers have been paying a ‘corruption tax’. It’s no wonder that confidence in government is low.”

“It’s time to end the corruption tax, pay-to-play politics, and the political corruption,” Mantovani said. “Our community has deep challenges and, if it is going to progress, we need a government that is focused on public policy, not insider dealing. Job one will be to reform our County government which has been overrun with insider and improper deals, and replace it with a government that is committed to fairness, equality and transparency, and is focused on innovation and growth that benefits everyone.”

“As County Executive, I will be committed to an ethics plan founded on common sense and comprised of six central provisions, two that focus on campaign fundraising and four that deal will sound governance policies that are intended to restore ethical government to the office of St. Louis County Executive.”

The MANTOVANI  ETHICAL GOVERNMENT PLAN consists of reforms to both campaign fundraising and government practices.

Campaign Fundraising Reforms

  1. No campaign contributions will be accepted from County contractors. If elected County Executive, Mantovani won’t take a penny in campaign contributions from anyone who has a contract to do business with St. Louis County.

  2. No campaign contributions will be accepted from ANY SOURCE before 2022. Further, he will decline all campaign contributions during the three years after his election and only raise funds during a future election year, and even then, only from those not having contracts within St. Louis County.

Government Practices Reforms

  1. Procurement with integrity. As County Executive, Mantovani will establish an effective and efficient County procurement process which is built on objective standards and which is not administered for the benefit of insiders.

  2. Audit cooperation. His administration will fully support and cooperate with thorough, timely and professional audits of all County operations.

  3. Transparency. All sunshine laws will be observed faithfully and his administration will deliver a transparent government operation that conducts the people’s business openly.

  4. Council cooperation and employee engagement. Mantovani promises to work to build an open and collaborative relationship with the County Council and County employees. As such, the County Council will be properly informed, prepared, staffed, and empowered to perform its crucial functions in a professional and orderly manner. County employees can expect him to partner with them in delivering world-class public service to the residents of St. Louis County.
